How do I tighten my bicycle brakes?

My bicycle has handlebar brakes, and the rear brakes are way to loose. My bike uses a cantilever %26quot;center-pull%26quot; brake system. Also, I'm not bike savvy, so can someone help me answer this question by also be kind of specific? It would really help!
