How do you remove center of the handlebar brakes?

I have a specialized sequoia that has brakes in middle of the handlebars between the stem and the end of the bars. How can i remove them? They are extremely irritating! But i don't want to remove the tape then not be able to put it back on. Can you use the tape after you remove it? Remove the in line brakes and replace the brake cables. Use black electrical tape to secure the brake cable, then re wrap the handlebar tape.
